creation date of scanned images (years ago)

If I am ingesting scanned images, where the "creation date" would be set manually to the original photograph date (which could be years ago,) is PM smart enough to look the folder for that exact date and automatically use an seqn greater than 0001?

No.  The date at which your photo was taken has no bearing on the sequence number.
