"Edit Photos with..." List?

Is there a way to change the behavior of the Right-Click "Edit Photos With" list? It appears the list will accept a maximum of 11 editors, and when a new editor is added, it replaces the most-recently added editor, not the oldest on the list. That leaves a list containing old editors replaced with updates but no way to remove them in the PM list.

See the attached photo below.  I have added thirteen editors (some of them are silly since I don't actually have thirteen editors on my system) and all of them appear when I right-click on a photo and choose "Edit photo with" from the contextual menu.  If you want to remove an assignment from a particular file type (or one of the custom editors), click on the "Use default" button.

and there are some blank formats at the bottom of this list so you have load a number of alternative editing programs that are source format independent.
