Open: allow for 3 digits in subsecond (and timesortlong)

Hayo Baan:
Currently, only two (rounded) digits are returned for the subsecond variable (and timesortlong). Some cameras (e.g. iPhone), however, support 3 digits. It would be great if this would be supported by PM as well.

Note: this would also fix the rounding issue where subseconds > 995 now return 100 (note the 3 digits).
