What does the Make Arrangement thing do in the View menu?...Is there away to rearrange images in a particular order without having to rename or number them to create the order, perhaps by drag and drop??

Yes!  Did you *try* dragging and dropping your photos in the order you want them to be?

Make Arrangement allows you to take a sort like Capture Time, etc. and use it as a starting point.  But its use is really unnecessary.  Just drag and drop the pictures into whatever order you like.
