Open Contact Sheet from context menu misbehaving

When I right-click on a folder in the Navigator panel and select "Open Folder and Subfolders Replacing Contact Sheet" a new Contact Sheet is opened instead of replacing the existing one. Am I misunderstanding the intent here?

Is the current contact sheet a folder-based contact sheet?  Or is it one generated from the Catalog system?  Only folder-based contact sheets will be replaced with that command.
