Update to Photo Mechanic 6 on Windows (4851) requires new version of GStreamer

If you use Photo Mechanic 6 on Windows and have installed GStreamer in order to view video thumbnails, the new build of PM (4851) does require an update to GStreamer 1.16.2

Just a heads up to anyone who might have missed that.
