Odd image rotation behavior

PM6+ build 5376; MacOS 11.0.1; PS v 22.0.1; ACR 13.0.2

I am seeing odd image rotation behavior on older NEF files, created by cameras of the Nikon D300 era and earlier.

The images were shot in portrait orientation and the NEFs were originally edited in Nikon Capture NX of NX2. The images display properly in portrait orientation in PM, but the I want to reedit them in PS/ACR by using the Edit with menu option in PM, the images open in ACR sideways.

If I close the image, and click the rotation button on the image in the contact sheet, the image does not display any differently in PM, but will then open with the correct orientation in ACR.

On the older NEF, clicking the image rotation buttons in the contact sheet above the image actually has no effect. However on "newer" NEFs, it works fine. In addition, teh rotation buttons also work on teh JPG that is related to the NEF.

I have attached a sample NEF.

Is this behavior as expected?
