IPTC Category trimming default values

Not sure whats going on here, but I've noticed recently that my Categorys get trimmed to three characters when I apply a stationary pad during ingest.
Running PM 4.5.2 on Vista Business

Andrew, the category field is supposed to be only three characters and should actually follow some scheme.  According to the specifications at http://www.iptc.org/std/IIM/4.1/specification/IIMV4.1.pdf:

Note: Use of this DataSet is Deprecated. It is likely that this
DataSet will not be included in further versions of the IIM.

Meaning you may not want to use them at all anymore...
