I need to crop my images to 1,600px by 2,166px at 300 ppi for MaxPreps. Is there a way to set the PM crop tool to this?

No.  There is no way to do a specific pixel/inch/cm-sized crop.  You can just do constrained crops or unconstrained crops.

As a workaround you could use the Constrained Crop set to 21x16 to give you almost the right proportions, and then the Save As function to set the output size to 2166x1600px and make sure the Crop box is checked.

It's not perfect but might do the job for you if you want to use PM for the task.
