how do I crop?

I am having trouble with the crop tool, when I make a crop on a image in PM, it still sends the entire frame. Sorry for the stupid question, but what am I doing wrong?

You didn't say how you were 'sending', but basically in each of the dialogs that upload, save, print, export, etc. there is a checkbox that says 'Apply crop' which needs to be checked.
