Crop constrain - can't remove in 4.6.3

In previous version, my Crop prefs were set as constrain, 8x6...   after installing 4.6.3, I changed the prefs to 'normal' so I could drag crop to any ratio...  however, it sticks at 8x6. 
I cleared the values in the h/w boxes, made sure 'normal' was still checked, and it's still constraining, but now at 1x1 (square) ratio.
I need to remove the crop constraints..  but it won't let me!
iMac 27" 5K Retina 2017 -  4.2ghz 64gb RAM 1Tb HD, OSX Mojave

Hmm, as far as I know nothing has changed with regards to cropping in the new version so I guess it is some setting that's not behaving as you expect. Can you post a screenshot of the crop settings? Also check and post your crop preferences.

It's a setting that isn't behaving as it was previously.  It's not user error.

I've just loaded PM again, set the crop constrain to 4x4, and used the crop tool - sure enough, it's square.
Went back to preferences, changed it to 8x6..  crop tool is still square, and constrained, instead of rectangular.

What happens if you change the crop constraints in the crop tool itself and then use the 'make default' button?

My bad...

In the 'Review' mode while using the crop tool, I'd got the 'full view' rather than 'restore panes' view.. 
Restoring the panes view revealed separate options for the crop tool, and they were set to constrain there...

What made me confused is having that constrain/crop type in the main prefs (preview) tab - especially as it didn't make any difference on 'newly' viewed images (even after quitting PM after setting 'normal' in the prefs/preview tab then restarting), and the fact that it seems to save the crop type on a per image basis.

Is there any need for the crop type options in the prefs/preview tab? 

Sorry for wasting your time..  was user error, I apologise... 

Could I suggest though, a hotkey while the crop tool is in use - perhaps shift or option to toggle the constraint on or off?
