Strange 0 0 tag for rating

Some of my files had a strange code for rating. A 0 0, which is not allowed.
Problem is I can't upload these photos to Photoshelter.
Changing the rating, back and forth in either PM or Fotostation will change the tag to normal.
My question is which program is making this code?
I insert with PM (latest), handle in PS CS5 and keyword in Fotostation. Since it happens sometimes. I have no idea what is going on.
Someone seen this before?

I don't understand what you mean by '0 0'.  Where or how are you seeing this?
