Unable to re-register PM 4.6.8

Not sure why, but PM asked to register it after running it for several months with no issue.  The only change that took place recently, is I cloned the C: driver to a new hard driver.  Now I can't re-register PM and I am getting a message that your server is not responding.  I tried this several times.  There are no issues on my PC.  It is running great.
