Your license of Photo Mechanic allows you to install it on three systems.  It is a single-user license however.  If you need to have more than one person using Photo Mechanic at one time, then you need one license per person.

Feel free to install Photo Mechanic on your desktop system and your laptop.

Is there a way to manage which PCs/Laptops I have it on?

i.e. if I buy a new laptop or reload, so that it doesn't count that one any more.

On the Help menu, there is a "Licensing" sub-menu.  You can choose the Deactivate option to remove the license and make it available for another system.
