Win 4.5.3 beta shuffles Favorites

The list of Favorite folders gets shuffled randomly each time I start PM.  I have a lot of folders so this is very annoying.  Reordering them is a waste of time because they get shuffled each time I start.

Something else to fix at the same time is that when dragging the folders to reorder them, they are moved to one slot above where the insert bar is shown.

Yes, that whole Favorites component needs to be rewritten.  I will do so when I have time.
