enabling on IPTC "User Comments"

In Lightroom there is a field where you can add a "user comment" to an image on the IPTC and Exif is there a way of having that field showing in PM as well so comments can be added and saved on XMP files?

Are you talking about the EXIF "Description" tag?  If so, PM does not offer a way to edit it.
