Unable to rate photos imported from SD Card

PMP Build 5109, Windows 10

Just used PMP to import new photos from an SD Card and wanted to rate them.  Each time I clicked a star it would be reset to no stars.  I restarted PMP and found that each photo I tried to rate had a sidecar created without a file extension. This happens even when I have no active catalogs.

Attached is the log and a sidecar file.
