Strange Keyword behaviour

I start with a photo with the following metatdata:

exiftool -keywords -subject -HierarchicalSubject IMG_1299.jpg
Keywords                        : Amphiprion rubrocinctus, Anemonefish, Australian
Subject                         : Amphiprion rubrocinctus, Anemonefish, Australian
Hierarchical Subject            : Anemonefish|Australian|Amphiprion rubrocinctus

I open the photo in PMP and the Metatdata info panel (shown by clicking the (i) icon) shows the the expected detail.

I now click the down arrow next to the Keywords field and select "Edit Keywords" and highlight ALL keywords and delete them.  I apply my changes and when I go back into Metadata info panel there are no keywords.

I now look at the metadata using exiftool I get:

exiftool -keywords -subject -HierarchicalSubject IMG_1299.jpg
Keywords                        : Amphiprion rubrocinctus, Anemonefish, Australian

There is clearly something strange going as no matter what I do in PMP I cannot get it to show those keywords.

The strange thing is this happens in Lightroom 6.14 too!

Attached is the file I used (in a zip in case metadata is stripped when uploading).

This file has improper storage of the IPTC IIM record (containing keywords Amphiprion rubrocinctus, Anemonefish, Australian) for a JPEG.

The IPTC IIM record should be stored in its own JPEG "application marker", not inside of the Exif application marker.  PM ignores the IPTC IIM tag 0x83bb for JPEG files.

If this were a TIFF file, or TIFF-based RAW, then PM would pay attention to the 0x83bb TIFF tag.

Try using the delete metadata command in PM to get rid of that Exif record.  There is no other useful information in there like make, model, capture time, aperture, shutter etc so you might as well just delete the whole Exif application marker.

Tools menu -> Delete Metadata.  ONLY check the Exif box and nothing else.
