Txt file greyed out and won't add to Code Replacement files to be consulted

I have created a text file in Mac Text Edit to be used for Code Replacement. I can't add the file. Is this related to utf-8 file format?

Are the files stored locally?  Do the files end with the extension .TXT, or .TSV ?  (Text or Tab-Separated-Values)
