4.5.3 Beta 4:Navigator and Favorites placement

I'm finding that after minimizing PM and then resdisplaying, more likely than not  my Navigator pane is now next to the Favorties pane, between it and the contact sheet.  Previously, this would happen occasionally, but  now it seems to happen almost all the time.  It is not 100% consistent, but more like 70-90% of the time.

This is a long-standing bug that I have been unable to fix.  And I have tried several times to fix it...
