I had a picture jpg, size 1800x1200, too much for a forum (800 max).
I used save as of PM in another folder, with 800 max, in two different manners to choose the best (sometimes too much sharpen with option sharpen), one without option sharpen , the other not.
Really simple !

Can you post the JPEG image that you started with, and screen shots of the Save As dialog showing the settings you used?

 just try to do the same and result is correct !
I had this thing only once.
Here is the screen savers, picture after perhaps too big , an error occurs
