Stars not working in Large 3 folder contact sheet

I'm running 4.6.2 on an XP Pro SP3 machine - I have 3 folders in 1 contact sheet (1943 images) - I can't click on any star ratings unless I go to the preview window.
I saved the contact as a favorite closed it then reopened them as a fav & the 3 individually and could not reproduce the issue.

OK, so how do I reproduce the issue?  What are the steps I need to follow?
