Startup Contact Sheet

I open a new contact sheet with sub folders and it's the only contact sheet displayed.
My preferences are to open with the last contact sheet (if available)
After I close PM with my contact sheet still showing and relaunch PM , it opens with a different contact sheet.
What am I missing here?

The feature that opens the last contact sheet only opens the 'main' folder of the last contact sheet.  If it was a multi-folder contact sheet then the entire hierarchy won't be opened.
