Losing path to open an IPT file

Thank you for fixing the Twitter letter limit ... much appreciated!
Slightly curious problem from a colleague: usual behaviour is that with the IPTC window open, and selecting Load to access an IPT file, it will open the last place opened.
It isn't: it appears to default (slowly but eventually) to the desktop.
It does not appear to be a Windows 10 issue, as other software behaves as would be expected.
Any ideas?
