Structured Keywords Dialog does not resize when moved from a UHD to FHD monitor

Windows 10 PM+ Build 4356

Structured Keywords dialog respects UHD screen but when moving to a FHD screen it remains very large.

Also, the title bar has banding when selected (the same as I reported some months ago with other dialog boxes).

Finally, many dialog boxes have VERY small Close icons in the top right corner on UHD screens, it seems like mainly the non-catalog dialog boxes.

We probably won't be fixing any of those issues.  Mixed resolutions are hard to support.
