Keyboard Shortcuts: Windows

Keyboard shortcut page (Windows) says I can use number pad to:
Set Color Class (if set in Prefs) ==== 1 thru 8 <note no CTRL key required>
Set Star Rating (if set in Prefs) ==== 1 thru 5 <note no CTRL key required>

Where in PREFS do I set these shortcuts so I don't need to press the CTRL key to set Color Class?

They should work when you have a single image selected.  But the choice to have single key shortcuts work for rating vs. color class is done in the Accessibility page of the Preferences dialog.
