metadata not being written to jpeg, only to raw file

It seems like when I add meta data to my raw+jpeg photos, it is only being written to the raw (DNG) file. I am using the latest version of PM+. I have not had this issue in the past, so it may be related to only the latest version of the software. I tried using the tool that updates the metadata without success. I have checked photos that I took late last year and they are ok. I am using a M1 iMac 24 computer with the latest operating system. I do have an older iMac, I should probably see if the problem occurs on that.
