IPTC Time & Date broken in Win Beta 2

Win XP w/ PM 4.5.3 Beta 2 (10/15)...

Both the time and date fields in IPTC Info show the date. Time is not displayed.

If you click the drop-down list and choose anything but "Date", both fields are greyed out.

Good catch.  The stupid Visual Studio dialog editor insists on spontaneously changing Time controls to Date controls and if I don't remember to "fix" it then it ends up changed.

I'll fix it now.
