When exporting a contact sheet, the html file created - index.html - is viewable only on my computer - how can I send the contact sheet to another person? 

The index.html file and a screen grab are attached.

Generally you would use some sort of archiving application like StuffIt to create a single file containing all of the files in the html export.  To make this easier, use the Folder chooser dialog (the one that comes up when click the Export button) and make a new folder with a name you can remember.  The index.html file and all of the supporting files will now be contained in that folder you created and chose.  Then using Stuffit (or some other utility) create a Zip archive from it and send the .zip file to the other person.

You can upload your html gallery to your website (if you have one) and then give the URL to the gallery to the other person.
