Cannot find Star Rating / Color Rating shortcut chooser

There used to be a way in Preferences to choose whether keys 0-5 gave the selected photo(s) a star rating or keys 0-8 gave a color rating. I've updated to 4.6.1 and cannot find that anywhere. Can you tell me where it is?

In the Accessibility tab of the Preferences dialog.
