New to PHP need help on email submission via web gallery

Hi been using PM since ver 2 or so, noticed an editing function in the latest version (in web galleries) and I don't understand how to setup a php on my server to allow edits to be sent to me. Can anyone point me in a manual or something of that nature? I'm using Bluehost which is one of the bigger hosts so I'm sure I can run it, but where do I start.
