variables window stays in front (topmost) when other applications are active

Windows XP, PM 4.5.1.1

open stationery pad
click on variables button
select another application (email/webbrowser, etc)
the main PM windows moves to the back, behind the new active application, but the variables window is still at the very top of the window stack, hiding portions of the active application.
