Turning on off menus

I looked through the manual and have tried serveral 'logical' key combinatons looking for this how do I toggle the menu and command bars off and on.  Currently, they are off and I need them on.  Thanks.

XP, VISTA, WIN2000 ~~~ thanks in advance.

Quit PM.  Launch it again and hold down the Shift key while it loads.  The layout of the various UI components will reset to the defaults.
