add doy0 variable for file renaming?

I would like to see a capture time "day of year" (DOY0) variable for file renaming.
The variable range would be 001-365 where Jan 1st is "001" and Dec 31st is "365".

What about leap years? All dates from Mar 1st through Dec 31st would wind up being offset by 1.
