IPTC Stationery Pad Stopped Functioning

I am receiving the following  error message when trying to apply the IPTC Stationery Pad to one or multiple images:

There were errors to the apply to selected operation

I have tried to restart the computer and unfortunately this did not eliminate the issue.
I also tried to remove and reinstall  PM.
I have been using ver 4.5.4 since it was released with no issues. 

OS:  Vista Home Premium  64 bit
PM ver:   4.5.4
RAM:  8 GB
Canon:  40D;  File:  CR2

It turns out that the issue relates to VISTA permissions

I am using a WD 1TB Essential Edition External HD to store images and a second WD External HD to backup the images.  Apparently a recent windows update must have changed the access.

I reset the advanced tab located in the general section to full control.  Strangely my WD 1TB Essential Edition does not have a security tab.
