Crop works only with raw files, why?

Why does the cropping tool works only with raw files? When opening a jpg file in ps with crop marks from pm it does not open as cropped, but with in adobe camera raw it does.

Do you have Photoshop configured to open JPEGs in the ACR plugin?  If not, then Photoshop won't show the cropped image when it is loaded.
