A mouse click on a menu item selects other (wrong) item

Clicking on a menu item results in the item being selected one line above. Because of this bug, you cannot select the last item in the list.

I use IPTC list (States/Provinces) as template:

This error began to manifest itself after several hours of work. For the first few hours, the program behaved normally.

I noticed one thing, and I don't know if it affects the bug: In the IPTC list, the alphabetical order is correct including letters with diacritics, but in the menu after a mouse click (see animated gif), 'Ústecký' is erroneously the last entry.
