The Structured Keywords Panel is always on top of the Metadata (IPTC) Panel, even if the Metadata Panel is opened second.  But the Metadata Panel when it opens has focus, even though it is behind the Structured Keywords Panel.

Because the Structured Keywords Panel is on top, you cannot get to the Metadata Panel (particularly if the Structured Keywords Panel is larger and covers the Metadata Panel).  But because the Metadata Panel has focus, you can neither close nor move the Structured Keywords Panel to get it out of the way.  You can then do nothing without closing the Metadata Panel, but you cannot get at it because it is covered by the Structured Keywords Panel.

The Metadata Panel can be selected from the menu ribbon even with the Structured Keywords Panel open, but it still opens below it, not above it as one would expect.  The result can be that the programme is in effect locked up.

There was a similar issue with the Keywords Panel, but this was fixed maybe a year or so ago.  Can the Structured Keywords Panel and Metadata Template Panel similarly be fixed so as to allow the Metadata Panel to exist either above or below it, so that the focus of the respective windows can be changed in the usual way, with neither always on top?  All the windows ought to behave in this way, with none always on top of others. 

I am using the Windows version.
