Preview 25% does not show full image

Using PMP v6.0 build 6245 (14de08a) I am finding that I cannot see the full RAW image from a Nikon Z9 in the large preview screen.  I have to click and hold to drag the image around to see all of it.
I am using an EIZO CG318 monitor @ 4096x2160 resolution.
I cannot see a way to reduce the minimum magnification from 25% - what have I missed?
I have "enlarge photos to fit...." turned off in preferences.

Turning that setting on should solve your problem.

Unfortunately it does not seem to make any difference as to whether this box is ticked or not.

Turn off zoom.

At this point, I would like to see a full screenshot of the Preview exhibiting this problem, along with the "Zoom" controls in the sidebar being visible.  I'd also like a screenshot of the Preview page of the Preferences dialog.  Use the 'Attachments and other options' link when you're composing your reply to this message and there you'll be able to upload your JPEG format screenshots.

Just to clarify: the setting you are referencing does not turn off Zoom. It turns off entering Zoom mode with a single-click. You are always able to turn off Zoom in the preview window with the Z key, Command+Click, or unchecking the "Zoom" box in the side bar (OR if this setting is enabled, you can turn off Zoom with a single, left-click on your image).

OK, good.  This was what I was asking you to do when I said "Turn off zoom."  I had assumed that if you had the zoom factor set to 25%, then you had Zoom turned on and could see the Zoom panel in the sidebar.
