Scan to Catalog and Sync Catalog not adding new images

Windows 10 22H2, PM+ 6.0 build 6784
Neither menu command is adding the images in the selected directory to the catalog. Add/Modify is checked and there are no exclusions set. The Scan to Catalog log file reports the images "found" and the Sync Catalog log file reports "Adding" for the new images and the correct total is shown for New Files Added to Catalog. No green dot appears in the contact sheet and the images are not found when doing a search. Adding individual images using the right click menu "include in catalog" works correctly.  The number of new images involved is under 20 and the catalog has about 44,000 documents.
Please advise steps to take or additional information needed.
