External Editor Disabled

I use PhotoShop 2023 as an external editor. I set it as the external edit app in preferences and it worked flawlessly for 15 months. Yesterday the CMD-E stopped working. In the menubar, CMD-E no longer works and Edit With shows Photoshop 2023 grayed out.

I've tried changing the photo editing app, restarting Photo Mechanic Plus and restarting my Mac. Problem didn't resolve. The permissions appear to be okay on the photo files – I can drag the file on to PS and it open and edits.

Any ideas?
