Uploading images to my website

How do I resize an TIFF image to a jpeg image and then upload. When I last uploaded, maybe a year ago a panel appeared allowing me to resize. Now when I upload I can't find this panel.

Where do I find the resize panel?

Assuming FTP as upload-type: scroll down a bit to the transmit-section.
