Unable to install PM or PM+ trial

I have tried searching Google and the forums for possible solutions and I am either not searching the right thing, or I have a unique problem. 

I have been recommended to try PM again so I wanted to give it another go with the PM trial. Unfortunately, I keep running into the same error message.  I'll attempt to attach it here.

I have checked the Windows Installer and it is running, but no start or stop option.  I have deleted and redownloaded the PM installer twice, I even tried the PM+ installer.  I have shut down my PC, restarted, I have disconnected all external hard drives, tried to run as an administrator.  The run as admin option is not even listed as an option.  I double checked and I am the administrator for my PC.  I'm out of ideas and I was already on the fence with PM because a few years ago I tried it and was unsuccessful.

windows 11 Home
Intel i7-147000KF, 3400 Mhz
32 GB RAM
Mobo: Pro Z790-P WIFI (MS-7E06)
2TB HD with 1.55 TB free
