Single key shortcut for star rating MAC

I've got the latest version for Mac 2025.6 build 8622 installed on my Mac. I've been looking for the option to change the single key shortcut from a color rating to a star rating. Everything I can find says it's under the Preferences Accessibility tab. I can't find a preferences tab. I did find a settings tab but that option isn't listed under the accessibility tab of settings. My question, Where is it?

Pull down the menu in the top-left corner of the Preferences (Settings) dialog and choose Keyboard shortcuts.  Note that there are three sections for keyboard shortcuts that you can choose from in the left column.
