Alt-l problem in the IPTC stationery pad

I have a small problem - I am using "Polish Programmers" keyboard layout under Windows and I cannot use right_Alt-l to produce th "ł" character in the IPTC stationery pad. right_Alt-l opens the "file open" dialog instead. Can I disable this feature somehow?

There is currently no way to disable this effect.  I am surprised that the menus are functional while a modal dialog is open however and I will look into the cause of this problem.
