It instructs Photo Mechanic's JPEG compression to subsample the color information in your images when compressing them. The result is that you trade off some color fidelity to get additional compression. Photoshop automatically kicks in chrominance subsampling at quality level 6 or 7 and quality levels higher than that do not do the subsampling.
