RAW+JPEG: JPEG always preferred for IPTC read/write

When having set PM to "Combined RAW+JPEG" it's always the JPEG's IPTC data that gets displayed.
When applying an IPTC stationary to a combined RAW+JPEG even the JPEG's capture time will get inserted into the RAW-file (even if date/time was not checked in the stationary!).

Usually the time would be the same, but if the JPEGs are extracted from RAW and "preserve EXIF/IPTC" was not checked, the JPEGs have the extraction time as the capture time.
And then the RAW-files will get that time too ...

Why not have a switch that determines who's data will be preferred for read and write - JPEG or RAW.

There is such a switch in the IPTC/XMP tab of the Preferences dialog.  But I'm not sure whose capture time would be used so I'll look into that.
