IPTC Stationary Pad Buttons Disappeared

My laptop specs:

Windows Vista
2GB RAM
PM v 4.5.4

In the middle of working last night, the buttons at the bottom of the IPTC Stationary Pad disappeared.
How do I get them back???

Screen capture attached.  Pad will not scroll any higher than shown...

Resize the window from the top edge.
