keywords panel (and some other options) not available from preview mode

when I open a picture for preview, strangely, many menu items in e.g. Image menu become greyed out, meaning that I cannot e.g. bring up the keywords panel when I am in preview mode. That seems rather illogical to me, so is that a bug or a feature?

Not a bug or a feature.  The Preview window is a modal dialog and as such many commands are disabled.  Closing the Preview window ends this modal state and enables the menu commands.

Making the Preview window be non-modal is something I would like to change in a future version of Photo Mechanic.
