I am starting to work with a archive that only reads ITCP, when I send images to the archive the special instructions are showing from the Original file rather the the one I have over written, How do I get PM to overwrite the ICTP with ITCP in PM particularly  in the Special instructions field.

It's IPTC, not ITCP.

Set the field to whatever you want it to be from within PM.  You can use the IPTC Stationery Pad to do this in bulk.

If your archive is still picking up old data then perhaps your files have two IPTC records in them.  PM will only update one of them and will not strip or remove the other one(s).  What software has touched your files?  There should never be more than one IPTC record in a file.  Fotostation (perhaps that's what modified your photos earlier) liked to write IPTC data in a non-standard location, even if an IPTC record already existed in the file.
